The formation of the Calbayog City Water District (CCWD) begun in 1986 when the Sanguniang Panglungsod of the Calbayog City passed City Resolution No. 169 dated July 22, 1986, in accordance with Presidential Decree No. 198, as amended by Presidential Decree No. 769, known as the "Provincial Water Utilities Act of 1978", declaring a national policy favoring local operation and control of water systems;

    On March 4, 1987, the newly formed water district was issued Conditional Certificate of Conformance No. 284 by the Local Water Utilities Administration (LWUA) and operate as a quasi-public entity.

    However on September 13, 1991, a decision/resolution was rendered by the Supreme Court declaring all local water districts as government-owned and controlled corporation (G.R. No. 95237-38)

     Fortunately for the water district, its situation was succeeded by positive developments in the operation because of the two existing water resources, the Pan-As Falls and Pasungon falls. These water sources were not adequate to serve CCWD's concessionaires and other nearby barangay and municipality on a 24-hour basis and this was resolve when further the works were done between 1994-1998 under the advance implementation of the comprehensive improvement project.

    The Municipal Water Supply Project funded under the ADB Program using the Himonini River as source started and the new water supply system comprehensive improvement project was completed January 17, 2001. With this additional source, it augmented the Water District's supply and increases the service area coverage with zoning nos. 1 to 49 comprising different barangays along Brgy. Sigo, city proper to Brgy. Carayman. We are now also serving the Municipality of Sta. Margarita. The CCWD has 16,357 total service connections out of which there are 13,764 active service connections as of December 2018. At present, the district is utilizing two (2) water sources. The Himonini River and Pasungon.Pan-As sources will soon be tapped to supplement the existing supply.
